Statement by Turkey

Ambassador Mehmet Ferden Çarıkçı, Permanent Representative

Mr President,

We note Mr High Commissioner’s update. We simply do not agree with his assessment of the situation in Turkey.

In this regard, let me stress once again that democracy, the rule of law and human rights are fundamental pillars of our Constitution. In line with these values, utmost vigilance is displayed by the security forces to protect the civilians during counter-terrorism operations, in strict compliance with international obligations and international human rights law. Meanwhile, heinous attacks by the terrorist organization PKK have claimed the lives of more than 230 civilians throughout Turkey for the last 11 months, coupled by unprecedented destruction of homes, schools, hospitals and holy sites alike.

My Government has a long-standing invitation to Mr High Commissioner. As the Working Group on Enforced or Involuntary Disappearances or dignitaries from the Council of Europe recently did, this visit would allow him to see by himself the real picture, and to test the accuracy of the so-called “reports” that are actually part of the vicious propaganda led by the terrorist organization and its affiliates. In fact, three other Special Rapporteurs have fixed dates for visiting Turkey, starting in October.

This is an issue about protecting the rights and freedoms of our citizens. Therefore, Turkey will continue its fight against terrorism with full resolve, as we have every right to under international law.

As a founding member of the Council of Europe, Turkey applies the highest standards when it comes to human rights. Thus, freedom of expression and media freedom are safeguarded by the Constitution and other relevant legislation. Most importantly, all ongoing investigations are carried out according to the rule of law,

respecting due process. In case there are allegations of violation, a wide range of remedies in line with European standards are available.

During this historic session of the Council, we are particularly looking forward to supporting many initiatives on furthering the rights of women.

Last but not least, I express our deepest condolences to the US. Terrorism is a crime against humanity.
