Technical assistance and capacity-building, 33rd SESSION OF THE HUMAN RIGHTS COUNCIL
When the Human Rights Council was established, the main driver of this process was the need for effective engagement by the international community as a whole towards promotion and protection of human rights. Ten years on, we note with satisfaction that this engagement has materialized in many forms, especially in the realm of technical assistance and capacity-building.
We believe that efforts to strengthen the capacity of States to prevent human rights violations and comply with their human rights obligations should be based on cooperation and genuine dialogue. We also acknowledge the key role played by international organizations, as well as contributions of civil society on the basis of needs and requests of States concerned.
With this understanding, Turkey has been a main sponsor of the traditional HRC resolutions on the enhancement of technical cooperation and capacity-building. This session, the draft presented by the Core Group has a crucial aim. The annual panel discussion to be held next session will provide all stakeholders with the opportunity to reflect upon progress and challenges in this area. We invite all Member States to align with this important initiative.
In Yemen, Turkey has always supported peaceful political dialogue and reconciliation to reach a political settlement, as part of the G-18 Countries. In the face of the ongoing crisis, we extended our support to sincere efforts by the UN and the Special Envoy for Yemen to help achieve a lasting settlement that could restore the legitimate constitutional authority throughout the country, represented by President Hadi.
Against this backdrop, Turkey takes note of Mr High Commissioner’s report. We agree that the civilian population still pays a heavy toll because of the conflict, resulting in a dire humanitarian situation. On the other hand, we encourage the OHCHR Office in Yemen to constructively engage with the legitimate authorities of Yemen, including the National Independent Commission of Inquiry. Turkey is adamant that meaningful cooperation between the OHCHR and the Commission will pave the way for effective fight against impunity and strengthen efforts to ensure accountability.
