Statement by Turkey, Ambassador Naci Koru, Permanent Representative, 37th Session of the Human Rights Council, ID with the UN High Commissioner for Human Rights

Mr. President,

We simply do not agree with the High Commissioner’s assessment of the situation in Turkey and reject his accusations based on so-called “credible reports”, which portray an utterly inaccurate picture.

It is regrettable that not even the slightest reference was made to the severe and multiple security challenges Turkey faces emanating from terrorist groups.

On 15th July 2016 Turkish democracy has triumphed over one of the most serious terrorist attacks in its history against its constitutional order conducted by FETÖ. After the coup attempt, swift measures were taken in line with the principle of the rule of law and Turkey’s international obligations. Effective domestic remedies are in place for reviewing the measures. In addition, newly created mechanisms are in line with the recommendations of the Council of Europe and are recognized as a domestic remedy by rulings of the European Court of Human Rights.

Over the course of the last two years Turkey has cooperated in good faith with the OHCHR and has delivered comprehensive information and assessments on various topics. But we have witnessed a biased approach, far from professionalism, steered by certain circles and sources, and led by the principle of defamation. Based on our experience we do not expect the report to be published by the OHCHR to be balanced, impartial and well-intended. Rather to the contrary, it will most likely be far from presenting the true facts.

As regards to Afrin, Mr. President, we are using our legitimate right to self-defence as enshrined in the UN Charter and relevant Security Council resolutions against terrorist organizations. Turkey does its utmost to avoid any harm to civilian population.
