ID ON THE HIGH COMMISSIONER'S UPDATE ON LIBYA
We thank the Assistant Secretary-General and the Office of the Special Representative for their detailed updates.
Turkey firmly supports a comprehensive political settlement in Libya that will bring stability. We highly value the leading role of UNSMIL within the Libyan Political Dialogue. We have assisted Mr. Leon in his work to facilitate the establishment of a Government of National Accord on the basis of the “Libyan Political Agreement”.
The initialling of the draft “Libyan Political Agreement” by a great majority of Libyan delegates in July was a crucial step forward. Much efforts have been displayed by courageous Libyan people all along the negotiations. Reconciliation will be possible only as the result of a Libyan-led and Libyan-owned inclusive dialogue. At this critical juncture, we should mobilize all our efforts to conclude this agreement without further delay.
A prospective Government of National Accord will help Libya regain the capabilities to perform its core tasks, such as the much needed improvement of the human rights situation and protection of civilians from violence, as well as the fight against terrorism and addressing irregular migration in the Mediterranean.
Proper functioning of the Libyan institutions will pave the way for a successful conclusion of the transition period, with a new democratic Constitution as an eventual outcome. A smooth yet progressive advancement of this process is vital for promoting the rule of law, restoring the justice system, as well as for strengthening efforts to investigate all allegations of torture and ill-treatment, and ensuring accountability while effectively fighting impunity.
With this understanding, Turkey stands ready to contribute to capacity-building efforts in Libya. We will continue to ensure that Libya advances along the path of peace and stability.
