ID with the SR on the situation of human rights in Myanmar

Mr. President,

Turkey would like to thank the Special Rapporteur for her report and presentation today.

As stated in the report, the successful conduct of the elections in November 2015 has been an important landmark. We welcome the steps taken towards a democratic system and hope that this transition will be completed with the formation of a civilian government.

Turkey believes that necessary amendments and enactments of relevant legislation will underpin the democratic structures.

Nevertheless, Turkey remains concerned about the continuation of discrimination and incitement of hatred, which we believe constitutes one of the main stumbling blocks for the improvement of human rights of minorities, in particular Muslims. Urgent action especially in the Rakhine State is needed, where violence claimed many lives since 2012 and tension remains still high.

Rohingyas are deprived of their basic rights, including education and travel. As they do not enjoy the protection of any state, they are facing many difficulties also in the third countries they find refuge.

There are still some 140,000 IDPs in Rakhine State, the majority of whom are Muslims. In addition, more than a million Rohingya in Rakhine State continue to confront restrictions. In this regard we agree with the recommendations made by the Special Rapporteur to overcome these shortcomings.

It has to be underlined that Rakhine State is one of the most vulnerable areas to natural disasters. Taking into consideration the risks that the IDPs are facing in this area,

we sincerely call upon the Government of Myanmar to find a durable solution for displaced people.

Turkey’s humanitarian assistance to Myanmar over the last years has exceeded 11 million US Dollars and despite some delays the Turkish Cooperation and Coordination Agency (TİKA) continues building new houses for the return of the IDPs in the Rakhine State.

In this regard, it is essential that the international community continues its engagement and enhances its humanitarian assistance.
