HRC 28TH SESSION “Ending violence against children: a global call to make the invisible visible”
Violence against children is at top of the obstacles to the realization of the rights of the child.
Turkey strongly believes that, on the international level, the United Nations Convention on the Rights of the Child, with its Optional Protocols, is the main instrument to improve the situation of children around the world.
With this view, Turkey is a party to this Convention as well as the Optional Protocol on the Sale of Children, Child Prostitution and Child Pornography and the Optional Protocol on the Involvement of Children in Armed Conflicts.
The third Optional Protocol on a Communications Procedure was also signed by Turkey.
On the regional level, I would like to bring to your attention the Council of Europe Convention on preventing and combating violence against women and domestic violence, which is also known as the Istanbul Convention. This convention, which entered into force last month, introduces important provisions especially on domestic violence and violence against girls, which makes the Convention a benchmark document in this field, in Europe and beyond.
On the national level, the latest Constitutional Amendment further enhanced the legal fundamentals of children’s rights and stance against the violence against children in its 41starticle, by introducing the provision which reads as “the State takes the measures to protect children against abuse, sexual exploitation and violence”.
In 2009, a Children’s Rights internet site was inaugurated under the auspices of the Children’s Rights Monitoring Committee of the Turkish Parliament.
With this site, believed to be the first and the only one among world parliaments, complaints about violations of children’s rights as well as the cases of violence against children can be directly submitted to parliamentarians.
Moreover, a specific ombudsman is entrusted with the applications concerning the rights of women, children and the disabled.
The “183 Family, Women, Children, Disabled and Social Service Information Line” of the Ministry of Family and Social Policies has become operational for receiving complaints and needs of children on a round the clock basis.
